can't access repo

I cannot pull from the repo. This worked without issue a year ago. I am trying to update from 1.4.0 to 1.4.3. I get this error:

Trying to pull registry.modaps.eosdis.nasa.gov/infrastructure/aps/containers/sdtp:1.4.3... Error: initializing source docker://registry.modaps.eosdis.nasa.gov/infrastructure/aps/containers/sdtp:1.4.3: Requesting bearer token: invalid status code from registry 403 (Forbidden)

So I created a "personal access token" with read_registry scope, per gitlab docs. I successfully logged in with this, but the pull still fails with a different response:
